DR. CHANDRAPAL SINGH YADAV, INDIA

PRESIDENT

Dr. Chandrapal Singh Yadav has been actively associated with the cooperative movement for over 30 years. He was elected as the President of ICA-AP Regional Board in 2021 as the first Indian after serving as the Vice-President for a decade. Dr. Yadav has been a distinguished leader of the Indian cooperative movement. He serves as the Chairman of Krishak Bharti Cooperative Ltd. (KRIBHCO) and its subsidiaries, and previously held the position of President of the National Cooperative Union of India (NCUI). At present, he continues to contribute as a Governing Council Member of NCUI and represents the cooperative sector on the boards of the National Agricultural Cooperative Marketing Federation of India (NAFED), the Cooperative Bank of India (COBI), as well as several state- and district-level cooperative organizations. Alongside his cooperative leadership, he has held a distinguished political career as a Member of both Houses of the Indian Parliament and the Uttar Pradesh Legislative Assembly. He holds postgraduate and professional degrees in Science (M.Sc.), Education (B.Ed.), Law (LL.B.), and a Doctorate (Ph.D.).

Mr. Adili Wubuli, China

VICE-PRESIDENT

Mr. Adili Wubuli was born in 1968 and has a doctoral degree in Management. He joined the cooperative movement in 1988 and has since then held various senior positions in cooperative textile companies, in supervision, auditing, economic and reform of supply and marketing cooperatives in ACFSMC. He has accumulated rich experiences in management, governance, research and innovation of cooperatives. He was elected as President, Board of Supervisors in 2024. He is currently in charge of all the international cooperation business of ACFSMC.

DATUK SERI DR. ABDUL FATTAH HAJI ABDULLAH, MALAYSIA

VICE-PRESIDENT

Datuk Seri Dr. Abdul Fattah Abdullah has led ANGKASA as President since 2013 and brings over two decades of experience in cooperative advocacy and youth development. With a PhD in Development Management and prior service as a State Assemblyman, he has long been committed to community engagement and improving the livelihoods of low-income (B40) groups. In 2019, he was appointed as a Permanent Member of the National Cost of Living Action Council (NACCOL), representing the cooperative movement on cost-of-living and poverty alleviation issues. He currently holds several regional leadership roles, including Vice President of ICA-AP, President of the ASEAN Cooperative Organisation (ACO), Chair of the ICA-AP Malaysia Business Office Council, and Chair of the ICA-AP Trade and Business Committee. Dr. Abdul Fattah was the inaugural recipient of the Asia Pacific Inspirational Cooperative Leaders Award in 2023. Under his leadership, ANGKASA has earned major recognitions, including the Golden Jubilee Award from Bank Rakyat and the Anti-Corruption, Governance and Integrity Award in 2024.

Mr. Alireza Banaeifar, Iran

BOARD MEMBER

Mr. Alireza Banaeifar is the Deputy of International Affairs at the Iran Chamber of Cooperatives and has served as an ICA-AP Board Member since November 2023. Formerly, he was the Youth Representative on the ICA-AP Board and Chair of the ICA-AP Committee on Youth Cooperation for two years. With over a decade of experience in coordinating international cooperative programs and fostering partnerships across the Asia-Pacific region, he has led numerous diplomatic and educational initiatives linking Iran with other nations. He holds an MBA degree and has been instrumental in advancing strategic cooperation within the cooperative sector at both regional and global levels.

Ms. Chitose Arai, Japan

Board Member

Ms. Chitose Arai is the President of the Japanese Consumers’ Co-operative Union, a national federation of consumer co-operatives with 30 million individual members. She also serves as Vice President of the Japan Co-operative Alliance, the apex cooperative organization in Japan. Previously, she was the President of Co-op Mirai, the largest consumer co-op in the country. At the ICA level, she has been serving as a board member of ICA-AP since 2021 and as Chairperson of the ICA-AP Committee on Women since 2022.

Mr. Abdelfattah M. Q. Al-Shalabi, Jordan

BOARD MEMBER

Mr. Abdelfattah M. Q. Al-Shalabi has been serving as the Director General of the Jordan Co-operative Corporation since 2021. He brings over two decades of experience in financial management, cooperative policy development, and public sector accounting systems. He previously held the position of Assistant Director General for Financial Affairs at the Agricultural Credit Corporation from 2014 to 2021. Mr. Al-Shalabi holds a Master’s degree in Banking and Financing for Development from the University of Bergamo – Italy (1998), and a Bachelor's degree in Accounting from Yarmouk University – Jordan (1988). He led the development and issuance of the new Co-operatives Law of 2025 and oversaw the establishment of its institutional arms, including the Cooperative Development Fund and the Cooperative Development Institute. He also led the preparation and launch of the National Strategy for the Cooperative Movement (2021–2025), contributed to the enhancement of agricultural credit tools and mechanisms, and actively supported the participation of women and youth in establishing innovative, sustainable, and entrepreneurial cooperatives. Under his leadership, several international agreements were signed to strengthen the capacities of cooperatives and enhance their developmental impact.

Mr. Ho Dong Kang, Korea

Board Member

Mr. Ho Dong Kang is the President of the National Agricultural Cooperative Federation (NACF) of Korea. From 2006 to 2023 (18 years), he served as President of Yulgok Agricultural Cooperative, dedicating his efforts to improving farmers’ income, while also serving as a Board Member of the Farmers Newspaper and NACF. Since 2024, he has been leading NACF, the world’s No.1 cooperative in the ICA agricultural sector and the top cooperative of the world’s fourth-largest agricultural economy. He currently serves as the President of the International Co-operative Agricultural Organisation (ICAO) and a Board Member of the International Cooperative Alliance (ICA).

Mr. Gilbert Sanchez Llanto, Philippines

BOARD MEMBER

Retired Major General Gilbert Llanto is the Chairperson of ACDI Multipurpose Cooperative, the Philippines' largest cooperative, and President of the National Alliance of Cooperatives (NAC), uniting and empowering cooperatives nationwide. A soldier-turned-cooperative leader, he brings over four decades of disciplined leadership and strategic foresight to transforming cooperatives into platforms for empowerment and nation-building. Under his stewardship, ACDI grew from a budding cooperative into a 290,000-strong, $1-billion enterprise spanning agriculture, education, retail, real estate, and aviation, among others. He also champions cooperative-led solutions in health, housing, and renewable energy, proving that purpose-driven institutions can uplift lives and drive sustainable national development.

Mr. G.D. Sarath Weerasiri, Sri Lanka

Mr. Sarath Weerasiri is Working as Chairman of National Cooperative Council of Sri Lanka and Director of Cooperative Rural Bank Federation and National Institute of Cooperative Development. Also he is Serving as Chairman of Bingiriya Multipurpose Cooperative Society and Kuliyapitiya District Cooperative Council. He joined the Cooperative Sector as Young Cooperative Leader and became the Chairman of Bingiriya Cooperative Society in 2008. He is closely working with Government for Policy Development and other Government Cooperative related programme

Mr. Poramate Intarachumnum, Thailand

BOARD MEMBER

Mr. Poramate Intarachumnum has been worked in the Attorney General Office since 1973 up to present. He graduated in the Bachelor of Law and Thai Barrister. He is currently Senior Attorney General at Office of Attorney General and Chairman of Cooperative League of Thailand (CLT). He has been played pivotal roles in driving positive change, championing cooperative identity, promotion of cooperation between cooperative movement in Thailand and global cooperatives, and inspiring within cooperative movement in Thailand as role models, leaders, and mentors. He has been active in the cooperative movement since. He has been elected as Chairperson of the Asian Farmer Group for Cooperation (AFGC) from 2019-2020. He has been appointed as Vice President of ASEAN Cooperative Organization (ACO) since September 2025 up to present. Mr. Poramate Intarachumnunm has been most inspirational cooperative leader in Thailand.

Mrs. CAO XUAN THU VAN, VIETNAM

Board Member

Dr. Xuan Thu Van Cao has extensive leadership experience in journalism, youth organizations, provincial government, and national institutions. She served as Secretary of the Bac Lieu City Youth Union, Vice Chairman of the Bac Lieu Provincial People's Council, and Vice Chairman of the Bac Lieu Provincial People's Committee. Subsequently, she held senior positions at the Vietnam Farmers' Union before being elected President of the Vietnam Cooperative Alliance in 2023. She was named National Emulation Fighter in 2011 and awarded the Third-class (2011) and Second-class (2023) Labor Orders.

Ms. DULCE S. BUSTAMANTE, Philippines

CHAIRPERSON, ICA-AP COMMITTEE ON YOUTH COOPERATION

Ms. Dulce S. Bustamante was elected as the Chairperson of the ICA-AP Committee on Youth Cooperation (ICYC) in November 2023. Previously, she has served as the Vice-Chairperson of ICYC. She also serves as the Chairperson of the Young Entrepreneurs Service (YES) Cooperative in the Philippines. A trained attorney, she works as the Senior Partner with the Evidente Abunales Ramos Bustamante & Delmo Law Offices and as the City Government Dept. Head for the Imus City Legal Office. She has received a bachelor’s degree in Law from San Beda College Alabang – School Of Law and has graduated with a BSBA in Management Accounting from De La Salle University – Dasmarinas.
